Research On The Composite Performance Indicators System Of Budgetary Poverty-relief Funds Based Capacity Development-oriented

The contribution of financial poverty alleviation is beneficial to the development of economy, political stability and national unity. Financial poverty alleviation is directly related to the work of comprehensive construction of a harmonious and well-off society. The measure of the Financial Performance is beneficial not only to optimize the direction of capital investment to help the poor, but also to maximize efficiency in the use of anti-poverty funds. Actually, it is conducive to promote the work of governments at all levels to help the poor and it is important to continuously improve financial efficiency in the use of funds and poverty reduction effectiveness.The root cause of poverty is not low income but low capacity. In the low-capacity-based perspective, we do the research of the meaning of anti-poverty and its characteristics, as well as the ability to raise anti-poverty necessary for self-supply mechanism and external assistance mechanisms. we analyze the financial evolution of poverty and problems. It is a strategic choice to improve the capacity of the poor in the new era of China's financial mechanism.This paper is based on the guidance of improving the capacity of the poor, following the principle of system construction and impact factor of Performance measurement and building the financial indicators of Performance Measurement System from the Financial Economic Performance, Social Performance, and Ecological Performance of the three dimensions of poverty relief funds. The this paper explored the internal structure of Measure index System, then preliminarily screening some indicators to measure the Financial Performance of anti-poverty funds. And then we designed and distributed the information relating to the ability to improving anti-poverty-oriented measure of financial performance indicators to help the poor funding of the survey questionnaire, also using the SPSS software analyze data from first and second pre-test survey. Finally, we measure formal testing pertaining the exploratory factor analysis in accordance with the selection of indicators and conducted the confirmatory factor analysis. Then we have done reliability analysis by the AMOS software.
