Research On The Performance Evaluation And Optimizated Countermeasures Of Central Government Special Poverty Relief Funds In Ethnic Areas

Ethnic areas are the main battlefield for China to fight poverty.Under the situation of large-scale using of the central government's special relief funds to promote poverty alleviation in poverty-stricken areas,whether the input,operation,and supervision of the central government's special poverty relief funds are reasonable,and whether the efficiency and effectiveness are optimal,all affect the pace of poverty alleviation in ethnic areas.How to use the central government's special poverty relief funds to guide the establishment of a long-term and sustainable poverty alleviation mechanism will become a key issue in poverty alleviation in China.This paper takes the performance of the central government's special poverty relief fund as the research object,and uses the theory of anti-poverty,public product and government performance evaluation as the theoretical support,then defines the concepts of poverty,central government special poverty alleviation funds and financial special poverty relief funds performance.On the basis of this,it sorts out and summarizes the poverty reduction effect in ethnic areas and the current status ofthe central government's special poverty relief funds.Then,according to the principle and basis of the establishment of the indicator system,the performance evaluation index system of the central government special poverty relief fund was constructed.The analytic hierarchy process was used to empower the indicators,and the TOPSIS method was used to evaluate the performance of the central government's special poverty relief funds in the minority areas in 2017.The evaluation results show that the performance of the central government's special poverty relief funds in the minority areas is generally low and the regional differences are large.The reason is that the input mechanism is not perfect,the use is unreasonable,and the supervision system is imperfect and the construction of the performance evaluation system for the central government's special poverty alleviation funds in the minority areas is lagging behind.Based on the analysis of the results and reasons of the performance evaluation of the central government's special poverty relief funds in the minority areas,this paper proposes countermeasures such as improving the input mechanism,rational use of funds,improving the supervision system and establishing performance evaluation system.
