The Research On The Highway Social Environmental Impact Post Assessment Index System & Quantification Model

The rapid development of the highway has played an important role and has effectively promoted the economic development and social progress in our country to improve the overall technological level of the road network, to optimize the transport structure, and to alleviate traffic "bottlenecks". The highway social enrironmental impact post assessment is important to the achievement of social, economic and environmental benefits of harmonization, and achieving the sustainable development of the highway. However, due to the impact of the highway on the complexity and indirect of the social environment, and difficult to quantify social benefits, highway leading to the post-assessment work in our coutry is often ignored in the assessment of the social environment. Furthermore, the oretical study of the highway social enrironmental impact post assessment started later in our country, the results of not more than, the lack of consensus with index system and a strong quantification model interoperability.After reading a large number of related reference literature, at the base of the existing theory and methods, this article studies the basic theory of the highway social environmental impact post assessment, defines the concept of the highway social environmental impact post assessment and studies the characteristics, scope, procedures, and basic methods of the highway environmental impact post assessment . At the basis of the impact of the of the highway social environmental mechanism, the combination of the characteristics of highway construction projects, as well as the real situation of our country's highway construction project management, and in the indicators selected under the guidance of the principles ,this article proposes highway social environmental inpact post assessment conformed to our country national condition,does a detailed analysis of indicators for each individual and for the evaluation of a single quantitative to do and qualitative analysis. The establishment of a quantification model, through comprehensive evaluation of multi-objective method of comparison, in accordance with the characteristics of the highway social environment and the the use of AHP and fuzzy evaluation combined quantitative assessment , provides a comprehensive evaluation for the highway social environmental impact post assessment.At last, this article takes Tan-Shao Expressway for example to make an empirical research and to inspect the highway social enrironmental impact post assessment index system,the quantification model, and gives a comprehensive and corresponding post assessment conclusion .
