Research On Social Impact Post-assessment Of Highway Based On Sustainable Development Theory

The Social Outlook of Development of"people-oriented sustainable development"carried through by highway constructional project, is a developing difficult problem eagerly to be solved in the theoretical, and also is an urgent demanding for the social harmonious develop- ment. It's no doubt that the sustainable development theory provides a theoretical basis for solving this problem. And scientific and objective social impact post-assessment to highway project is not only a basic work of highway project construction, but also perfects the content of assessing highway project wholly efficiency, then lays the foundation for the policy decision of the further highway constructional project.The paper, based on the analysis and research of documentary material and achievement available, takes the sustainable development theory as the theoretical foundation of the social impact post-assessment, and then makes a study of the content, index system, and assessment method of the social impact post-assessment.Firstly the paper synthetically states and evaluates the study current condition of social impact post-assessment at home and abroad, and its present condition of highway in our country, putting forward that there are broad study space at the aspect of index system and evaluation method of highway concept, content and research paradigm. Then, synthetically states the referential concept, content and research paradigm of project social impact assessment as well as post-assessment. Also, defines concept, content and research paradigm of the highway social impact post-assessment in the paper.Secondly, through the further analysis of the developmental history, theoretical system and connotation of sustainable development theory as well as China's sustainable development theory, this paper defines three main fields of social impact in the highway construction and other social factors as the assessment object of highway social impact post-assessment, and then builds a conceptual model. Then on the principle of index choosing and on the guild of sustainable development theory, frequency-statistics method and professional-choosing method are adopted to lifter the three-source index. And according to the filtered contracture principles of index collection and index system, an index system of highway social impact post-assessment is built, on the basis of sustainable development theory.Thirdly, based on the comparatively analysis of the principles, advantages and disadvantages, as well as the applicability on the current most used comprehensive evaluation method, also combined with the features of the built index system, this paper chooses actor-analysis and success degree evaluation methodology as the method of highway social impact post-assessment, and gives a detailed explanation about the principles of the law, the basic algorithm and so on. And highway social impact post-assessment model is built on these two methods.Finally, the paper has made an applied research in target highway social impact post-assessment according to above mentioned evaluation methods and models, and then has made a corresponding evaluation conclusion to given evaluation methods and models according to the final evaluation results.
