In order to adapt the situation that the market competition between the electric power enterprises intensifies day by day, the modern enterprise salary distribution system that conforms to the market economy request should be established. With the scientific modern management drive theory and the method, based on the analysis to the present situation of SEPC human resources, especially the advantages and disadvantages of its salary system, and on the analysis to the present salary allocation model in Chinese and foreign enterprises including their good and bad points, through profiting from the domestic and foreign advanced enterprises and utilizing the comparative successful salary assignment drive means, the salary system that suits SEPC is designed, i.e., the distribution system of post achievements wage system as basic pay system and other kinds of type of distribution coexisting. At the same time, proposes long-term drive way and method that suits the electrical network enterprises, and unifies closely the salary assignment and the achievements management, to cause staff's income to be connected with their achievements and dedications, thus to arouse staff's enthusiasm, initiative and creativity, then to make enterprises develop rapidly with health.
