Performance evaluation is a key link of performance management, it has reflected the labor productivity, which makes the human resources developed and fully use.This paper compares the similarities and differences between them from concept first. And then, analyzes the performance evaluation situation of the power plant. Afterwards, makes the thinking of the performance evaluation scheme to the existing problems, which uses the method of Balanced Scoreboard to make the index system, and uses the AHP to make the weight of the index system. "FCE based on AHP" is the innovation of this text. I confirm the weight of the index system with AHP, and then with the FCE do the evaluation of qualitative and quantitative analysis together. In this case, we realize the mutual supplement with each other's advantages of two kinds of methods; strengthen the effectiveness of examining the method greatly.
