People are the key elements for the success of the project team. Suitable project managers and team members are the most important guarantees for the successful completion of the project tasks. The project managers and team members must have the basic professional knowledge and skill for leading and participating the work, so that they can complete the project tasks. At the beginning of the settuping stage of the project team the senior managers must choose the suitable project managers and team members to avoid the unsuitable person who hasn't teamwork spirit and professional skill. These can reduce the nonessential negative influence and the cost burden for the project. Therefore, the right choice of the project managers and team members is the prerequisite and foundation for constructing the high achievements project team.Regarding the choice of the project managers and team members, there are three main factors: first, the necessary knowledge, skill and ability for the project; second, the personality characteristic and the occupational tendentious based on the personality characteristic; third, the team member role cognition and role combination. Because the knowledge and skill are different for the different project, the project team members' ability tendency, personality type and role combination are concerned in this article. This research is mainly on how to use the personnel assessment to setting up the project team and enhancing the team effectiveness.This article discusses the setting up of the business innovation project teams and the technical improvement project teams. This article makes a comparative study by combining theoretical and case study, taking the reference of competence theories, using the psychological test composed of ability tendency test, career interest test achievement motivation test, behavior style test and team role test. On the individual personality type research of the project teams, the article reveals the personality types of the project managers, by comparing the difference of the career interests, achievement motivation, behavior style and team role of the project managers and team members in the business innovation project teams, combining the difference of the work and ability. So the senior managers can take an effective choice by personnel assessment. On the overall personality type research of the project teams, the article reveals the difference of the personality types of the different functions' project teams, comparing the difference of the personality types of the business innovation project teams and the technical improvement project teams. The managers can match the individual personality types with the team fuctions to strengthen team executive power and teamwork spirit, and ruduce confliction. So the team effectiveness will be mostly improved.This research uses the cheap and simple psychological tests to analysis the personality characteristics of the project teams. An easy personality type analysis system is developed for the setting up of the project teams. In the research the psychometric data is combined closely with the project human resources management to carrying on the pointed analysis. This article concerns about not only the theories of the personnel assessment but also the data analysis. It is possible for the senior managers to use the personality types to set up the project team, and improve the team effectiveness. Simultaneously the enterprise superintendents may also profit from this personality type analysis method to instruct the recruitment and selection of the managers. And they can build up the positive enterprise culture by shaping the enterprise personality.
