After the development of nearly 30 years, the market of CNC has gradually become mature, the telephone penetration has reach the international level and the number of internet has become the first of the world, so the telecom industry of China has entered a new stage. The traditional Business model that the telecom operators use now has meet the challenge from the new environment and face the impact that bring by the new technology. On one hand, the new communications technology has given great influence to the old communication services, changed the old industry chain structure, damaged the profit model which we already have; on the other hand, the new communications technology promotes the appear of the new business, increases the content of the communication services and brings the new revenue growth points to the enterprises. And now, the problems which the telecom operators want to solute urgently are the following: overcoming the adverse effects that bring by the technology innovation, keeping the steady growth that belong to the operating income, seizing the opportunities that bring by the technology innovation and keeping sustainable development through the adjustment of the organizational structure.With the society's development, the effect from the progress of the science and technology has become more and more important to the enterprise's macro-environment and task environment, and the science and technology have become the key factor to the enterprise's external environment. Most of the traditional enterprise theories tend to discuss the relationship between the enterprise's external environment and the strategy and structure directly, and they didn't discussed these problems from the key factor that the technology innovation. There are useful to find the problems that exist in the enterprise's strategy and organizational structure, and adjust the development direction of it; there are also useful to enhance the enterprise's capability that to adapt the dynamic environment and to seize the developed opportunities and to enhance the enterprise's competitiveness. And all of these will be happened if we can understand the importance of the technology innovation's effect to the environment and research the feature that belong to the technology innovation's effect to the macro-environment and task environment.This article starts the research in the effect that the technology innovations bring to the macro-environment and task environment, analysis the technology innovation environment's features, and discusses the features that the enterprise should have under the environment of the technology innovation. Dealing with the problems that the CNC Q Corporation has meet under the technology innovation environment, analysis the effect that bring by the technology innovation on the CNC Q Corporation's business, and under the guiding of the organizational structure of the modern theory and the strategic and environment theory, find the problems that exist in the company organizational structure and with the guiding of the modern enterprise management theory, make the countermeasures in order to change the organizational structure of enterprises.
