In the 21st century, the competition among enterprises is the talent competition on the nature; human resources become the core of the enterprise resources, human resources management has become a very important job. How to quickly improve the level of corporate human resources management, set up and maintain their core competitive advantage, become the focus of the enterprise. At present, the implementation of human resource management outsourcing is more effective way to improve economic efficiency and competitiveness of enterprises.This paper researches questions in accordance with Theory-Modeling-Empirical way. First of all, this article describes the background of the study, analyses the development of domestic and international human resource management outsourcing decision-making, then comprehensively analyses the basic theory of human resource management outsourcing decision-making, including the concept of the outsourcing, the motivation of theory and practice, the model of outsourcing, risk, etc., as well as its development trend. And analyses the situation of human resources and the status of human resources management, problems and causes that exist in the human resources management, clarify the necessity and feasibility of implementation of human resources management outsourcing; combined with the actual situation, set up a suitable project to the target system, from three aspects of human resources management decision-making model for outsourcing, include the decision-making objectives, decision-making criteria, decision-making object structure. Finally uses the AHP to conduct empirical analysis of human resources management outsourcing of xiangguang copper smelting project.Human resource management outsourcing is a complex system, which involves many questions, and the relationships between them are complexity. our long-term and in-depth research is necessary, especially research outsourcing degree in human resources management applications is also relatively small, it is worth be further explored. In this paper, through empirical research of human resources management outsourcing of xiangguang copper smelting project, put forward some new ideas and research methods, provides an effective evaluation and selection method for manufacturing enterprises which require human resources management outsourcing, also Makes recommendations for other businesses which need human resource management outsourcing some useful reference and help.
