Sports Lottery is one of the fastest developing products in the global economics. In China, Sports Lottery not only takes an important role in the sports product, but also devotes great contributions to the National Economy. The contradiction between the growing requirements for the public Sports establishment and the lack of state budget is a common difficulty faced by many governments around the world. Sports Lottery can release this contradiction to a great extent: using Sports Lottery to attract social finance, make up the state budget, and improve the development the Sports business has become a popular and wise choice.The Sports Lottery market in our country is just staring. Despite the bang-up market at the early phrase, the management and operation of the Sports Lottery cannot avoid the conflict with the socialist market economy in various aspects. Recently, as the rise of the domestic lottery products, Sports lottery met temporary difficulty. The market share of the Sports Lottery decreased annually, and had an increasing gap from its domestic competitors. One of the most important reasons for this phenomenon is that China Sports Lottery doesn't have specific features different from its counterparts, and doesn't sufficiently utilize its advantage on the Sports resources. In addition, the existing management mechanisms and operation methods cannot ensure the worldwide popular Toto Games available in our country, and related laws and policy are also scarce.This paper is beginning with two different management patterns, i.e. vertical and layered managements. Considering the successful experience of the Sports Lottery product abroad, the study discussed how to ensure the continuously healthy development of the Sports Lottery product in our country by improving the management and operation. In detail, two different management patterns, i.e. vertical and layered managements, are investigated first. The management and operation methods of the Sports Lottery in China and some developed countries are briefly described and compared. Based on the theoretical and empirical comparisons, the major problems of the Sports Lottery management in our country are unveiled. According to the study, management by the Government and operated by enterprise organizations is a necessary trend. Meanwhile, to ensure the fair and impartially development of the Sports Lottery product, a suite of appropriate laws and policy should be proposed and enacted.
