As the development of our country's economic and urban agglomeration, the relation among the cities is more and more osculation. And in a certain stage of urban development, population, as a starting point and end result of urban development, is the most important thing. If the size of the population is appropriate, it will promote the status of the city, or else it will hinder the development of the city.This paper chose the interrelated group of cities—Beijing-Tianjin-Tangshan Urban Agglomeration and Shandong Peninsula Urban Agglomeration which are both in Bohai Economic Belt. Based on the Possibility—Satisfiability method, a city's population-related indicators are divided into sub-systems associated with economic, population and environment related sub-systems, population and social life related subsystems. And combined with the calendar year data of Statistical Yearbook, this paper measure the optimum population of 17 cities in Beijing-Tianjin-Tangshan Urban Agglomeration and Shandong Peninsula Urban Agglomeration. Based on the evaluation results, this paper analyzes the characteristics of Beijing-Tianjin-Tangshan Urban Agglomeration and Shandong Peninsula Urban Agglomeration.Secondly, this paper discretizes the indicators, and establishes Decision-making information systems. I use the rough set theory and methods to reduce the attribute, in order to get the decision-making core attribute set. The decision-making core attribute set display, at the present stage, the decision of a city's optimum population is economic factors.The main innovation in this article includes:1. Review the study of city's optimum population on the Urban Agglomeration level, based on the multi-objective decision analysis, research the optimum population of 17 cities in two group with maturity method.2. Rough set method is used in the study of optimum population city. Because the rough set theory is an effective way which uses the precise mathematical analysis in imprecise analysis system, it is very important for optimum population of urban research.
