Research On Provincial Low-carbon Economic Development Evaluation Based On Rough Sets And Entropy Method

Climate change and energy shortage has gradually become the common faceproblems and challenges, under this background, the low-carbon economy become theinevitable choice for human Challenging. As far as China is concerned, its economicdevelopment is in the middle of industrialization, in order to change the extensive mode ofeconomic growth, achieve energy conservation, reducing carbon dioxide and othergreenhouse gas emissions, adapt to the international trend of the development oflow-carbon economy, it must strive from shifting mode, adjusting the structure and otherways to make China’s economy and society toward a low-carbon economy healthydevelopment road.Although the global transition to a low carbon economy has increasingly become theconsensus, the low carbon economy concept and evaluation methods have not yet reacheda unified. The evaluation mechanism of China ’s low-carbon economy development is notperfect, with a vast territory and the huge regional differences, we need to build aprovincial low carbon economy evaluation index system, which adapts to China’s nationalconditions, in order to provide the reference for the quantitative assessment of low carboneconomy development potential, accelerate the pace of development of low-carboneconomy in various provinces and cities and the implementation process, and promoteChina’s transition to a low-carbon economy.Based on the deep analysis of the low carbon economy concept and connotation,following a low carbon economy evaluation index system construction principle, based onthe existing research results and experience of experts,this paper selected as far as possiblecomprehensively26indicators from economic output, low carbon technology, social life,low carbon environment, low carbon consumption, low carbon energy, preliminarilyestablished index system to measure provincial low carbon economy development level.Then selected the low carbon economy index data of2010national30provinces and citiesto filter the primary index by using rosetta software based on rough set attribute reductionprinciple, and ultimately screened15indexes in6dimensions from26primary indexes asthe key elements of evaluating the low carbon economy development level, constructed the provincial low carbon economy evaluation index system. At last, the paper establishedthe provincial low carbon economy evaluation model by using the entropy method to setindex weight, and makes use of it to do empirical research for30provinces and citiesdevelopment status of low carbon economy, which tested this province low carboneconomy evaluation model is an accurate, reliable, simple method.
