| Due to the industrialization and urbanization orientation mode during a long period, the development of economy and infrastructure in rural area is far behind the town, which causes a widening gap in basic public service supply of city and rural residents, e.g. culture, education, healthcare, transportation etc. We must seek solutions to these obstacles; otherwise, it must undermine the social stability and moderately prosperous society construction. In 2005 central government proposed the policy of promoting basic public equalization. The gap of basic public service between western rural areas and cities is wider than the east and middle China, so this paper aims to explore a reasonable and practicable plan to provide more service in west part of China, by finding the system and institution reason why the gap is so wide, besides it has a practical significance to implement the policy of scientific outlook on development and harmonious society construction.Referring a lot classic literature, this paper analyzes the current situation and cause of this unbalance, then the industry-repaying-agriculture policy is proposed and it still suggests that we must transform the city-oriented mode to paying equal attention to rural area and city. After illustrating the experience of Urbanization of Taiwan rual areas, Japan's rural public goods supply system and New Village Movement of Korea, we draw a conclusion that proactive policy should be made, including striving to develop rural economy, speeding up the new rural communities construction, building the equalized local transfer payment system and deepening and improving the third allocation mechanism. Eventually, supported by institution, the unbalance of basic public service in west of China must can be conquered thoroughly, by making specific measures considering the people's exigencies. |
