An Analysis On The Recipient Governments' Behaviors In Industrial Connection

Regional economic cooperation and competition facilitate the free flow of elements and the formation of regional major market, which supply the regions with broader market space. Beside the industrial development resulted from them, they demand new challenge and condition, that is, industrial connection. How to promote the industrial connection is realistically significant to the competitive ability cultivation and the continuous industrial development between the Eastern and Midwest China in the next years. The scale and the efficiency of industrial connection, however, do not meet our expectation perfectly. One of the main reasons to the inefficiency in industrial connection is the imperfection of market system and the misbehavior of governmental interference. The present thesis purposes to analyze and argue the recipient Governments' behaviors in industrial connection.I think the industrial transfer and connection within a certain region certainly will demand positive management system from the government and proper cooperative system promoted by government which should have dual identities. That is to say, the government is not only a participant, but a manager of the regional economic development. It should make policies that meet its own profits, and guarantee the profit maximization of itself in the industrial connection. At the same time, it should create a cooperative system to protect the profits of its cooperator, guarantee the proper profits of the cooperator in the industrial connection. All these will result in in-win, lower the cooperative risks and exchanging expense, and improve the return rate of the investors and the success rate of the cooperative program. The present thesis offers the management policies and theoretical directions for the regional governments that will promote the industrial connection and transfer in the process of the regional economic cooperation and competition.The thesis employs the objective and normative analysis on the governments' behaviors under the condition of market economy, which deduces the evidences and means of the recipient governments' behaviors which advance the industrial connection. Furthermore, it analyzes the current situation and problem of the recipient governments. Its key emphasis lies on the status and the operating system of the recipient governments in industrial connection. The thesis intends to present scientific verification and strategic suggestion to the orderly development of industrial connection, and offers experiences for the further study on the recipient governments' behaviors in more industrial connection between the East and West China.
