The Study On The Functions Of The Local Governments In The Extending Industry Development Of The Project Of Turning Cultivated Land Back Into Forests

The national project of turning cultivated land back into forests (TCF) has achieved remarkable stage results, which has received recognition by the broad masses of cadres and people of a high degree. However, as the project is proceeding, in accordance with actual policies, the implementation of commissariat and subsidies for TCF has been gradually at term. How to consolidate the results is a serious issue we are facing.Based on the questionnaires of 8 towns, 16 villages and 80 farmers in Qionglai, and on the discussion with relevant departments at all levels as well, the thesis had the qualitative analysis on the government' effect on the extending industry development of TCF and the its deficiencies . On this basis, the paper provides the basis to advance local governments to play the role in that industry development.This thesis has studied the function of the local governments in the extending industry development of TCF and has the conclusion that the role of the government can be further adjusted to stimulate the vitality of the market and accelerate the sustainable extending industry development. The land of the city tends to be barren. Facing the new situation of TCF, the towns have been insist on connecting the ecological construction and the industrial development and, and have been developing the eco-economy industries according to local conditions. They have implanted new economic growing points, and have basically established forestry industry system of the industrial raw material trees bases and seedlings ones, effectively reducing the social pressures and promoting economic development and helping a lots of farmers lead the rich life on support of the development of the forest and bamboo industry.The two effects of the governments in Qionglai on the extending industry of TCF are: Firstly, the establishment of reasonable macroeconomic policies of the forestry and bamboo development industry; Secondly, the establishment of the reasonable microeconomic policies of the industry. The macroeconomic policies include the basic principles and the goals of speeding the forestry development of Qionglai, the overall arrangements of the local government for the forestry industry development; the protecting measures to accelerate the forestry industry development. The microeconomic policies are that the local governments support for the enterprises and speed up the production bases, and that the governments strengthen the basic research and cooperation service system and they also give room for the development of the public-owned forestry.The four points the Qionglai governments are lack of in the extending industry development are: firstly, the local governments have no evaluation and supervision mechanism for the performance of the TCF. Secondly, the proportion of ecological forest is excessive and the benefit is not obvious in the economic forest. Thirdly, the extending industry is lack of the technology content in high degree. Fourthly, the government support for professional cooperation organizations of the extending industry is insufficient.The seven points to strengthen the function of the local governments in the extending industry development are: firstly, overall plans and reasonable arrangements must be made. Secondly, the local governments should reinforce the science and technology support. Thirdly, the government should attach great importance to the problems in the industry. Fourthly, the relevant policies must be seriously implemented and be improved. Fifthly, all departments should strengthen cooperation. Sixthly, the government must clear the unobstructed channels and increase supervision and punishment of the problems reported by the masses. Seventhly, the government should pay close attention to the subsidies work to safeguard the interests of farmers in TCF.
