In accordance with the relevant WTO agreements and international rules, according to the law relating to national security to human health, animal and plant life and health security, environmental protection and public safety as well as the products of a unified system of mandatory product certification. Certification and Accreditation Administration of the People's Republic of China is responsible for the reunification of the national mandatory product certification system for the management and organization of work. In order to smooth implementation of the certification, the General Administration of Quality Supervision, the State approved by CNCA, the former China Quality Certification Center for Import and Export and the China Certification Committee for Electrotechnical in March 14, 2002 merger of the establishment of a national professional certification body——China Quality Certification Center (China Quality Certification Center, referred to as CQC) . However, the certification of the cause of China's late start, the national professional certification body established in a relatively short history, and compared with the cause of Western developed countries, China's certification is the cause of the early stages of development. Opportunities and challenges co-exist, as a national professional certification body of the China Quality Certification Center, at the present stage of development is not only a question of General Administration of Quality Supervision, the National Product of the need to consider the issue, but also all the staff necessary to seriously CQC Research clearly.In this paper, a combination of qualitative and quantitative approach to China Quality Certification Center's macro-environment, industry and environmental conditions within the system analysis, summarized elements of the strategy. Using AHP (AHP) , the external factor evaluation matrix (EFE Matrix) , internal factor evaluation matrix (IFE Matrix), SWOT analysis matrix, and other technical methods, China Quality Certification Center for the opportunity, threats, strengths, weaknesses were announced Quantitative analysis, internal evaluation of external factors, to develop China Quality Certification Center for a number of strategic options. Then, through the use of quantitative strategic plan matrix (QSPM law) on a comprehensive evaluation of the options, come to China Quality Certification Center for four development strategies, and to put forward concrete measures for the implementation of the strategy.
