Research On The Problem Of Multi-actors In The Governance Of Social Service System For SMEs In China

Since 2008, because of the effects of a series of negative factors at home and abroad, China's SMEs have been facing unprecedented difficulties to survive, so the external operating environment for Sees should be improved. Social service system for SMEs is an important component of the modern market economy system, and a structure of social networks for SMEs service which basically composed by government, market and society. Currently, our government monopolies the services to SMEs. The thesis argues that we should break this status, and introduces market competition mechanism and social participation mechanisms to the services for SMEs, attracts and makes full use of the public sector, the private sector and various forces, such as the third sector participating services supply to SMEs, improves the social service system for SMEs governance effectiveness through dialogue and interaction, labor division and cooperation between network partners, and finally reaches the goal that building a good business environment for SMEs' external development.Governance theory builds a cooperation network between government and society, emphasizes public actors to cooperate and share power in an interdependent environment, and co-management in public affairs. This theory gives a special viewpoint for our research. Approach to the cooperation network of governance theory, the thesis researches the function and main-roles of multi-actors in governance process of social services for SMEs, and gives some suggestions for improving governance effectiveness, that is, firstly, we should strengthen government's "steer" position and leading role in the governance process of social services; secondly, we should improve market nurture mechanism, and regulate profit intermediary organizations' supply though market mechanism; thirdly, we should standardize the management of the third sector and promote their functions effectively; Finally, we should build governance cooperation mechanism between multi-actors and form a cooperative governance network model.
