Research On The Issues And Contermeasures In The Management Of "Four Kind Of Wasteland"

China is a large agricultural country with a large population. At present, our country's rural area population is about 750 million, taking up 57% of the country's population. 17th CPC National Congress has proposed to resolve the issues of agriculture, rural areas and peasant, which bears on the overall situation of building a well-off society and must always be the most important task as the whole Party. Land is the most basic means of production of farms, which is the final hope for earning their living. To peasant, loss of the land meant the loss of fundamental rights and interests. As a special kind of land resources, "four kind of wasteland" is resources asset which is outside the unusable land resource in the rural collective owner land. Since there is the autonomy of villagers, the special resources as an asset are managed by the rural collective economic organizations. Its own means of household contract should not be taken, most of which should be taken by tender, auction and public consultation and so on. However, due to various constraints, there are still many issues to be resolved in the management of "four kind of wasteland" .I tried to take Nanqiao District in Chuzhou City, AnHui Province as an example. I will be through the petition to investigate and typical cases, from the management point of view to analyze the current situation of "four kind of wasteland", to explore the reasons for this state of affairs, and to explore the improvement of the feasibility of approach and corresponding measures.This paper is divided into five parts. The first part is introduction, which includes the significance of the major research methods, difficulties, core concepts; literature review and the choice of investigate location. The second part is the example of the problem about "four kind of wasteland". The third part is the analysis of the "four kind of wasteland" which includes management problems and their underlying causes. The fourth part is the corresponding countermeasures and some suggestions. The fifth part is the conclusion.
