A Study On The Practice,Willingness And Influencing Factors Of Rural Collective Assets In Zhejiang Province

Rural collective assets share system reform is to clear property right and protect the interests of Rural Collective Economic Organization(RCEO)members.Rural collective assets share system reform of Zhejiang Province is in the forefront of the country.However the regional economic and social development level and reform time are different with each other area;the exploration of the path to the realization of the power in each region has just started;the rights of RCEO members can not be fully protected,and the effective interests are still not fully realized.This paper analyzes the progress and current situation of the reform of rural collective equity cooperative system in Zhejiang Province,then analysis on the Practical exploration and features of Rural Collective Assets Circulation.On this basis,we use the field survey data 15 village 212 organization members in the case points and the logit model to analyze the willingness and its factors of the members to participate in the equity transfer and its influencing.Finally,the paper put forward some suggestions to promote the realization of the circulation of members of the organization..The main research process and conclusions are as follows:(1)This paper studies the process and current situation of the reform of rural collective assets joint-stock cooperative system in Zhejiang province by using comparative analysis and descriptive statistical method.The study found that the effectiveness of the reform has been initially apparent,specifically in protecting the collective rights of farmers collective assets,and promoting the farmers to increase income;activating the rural collective resources assets,inspiring the village collective economic development;clearing collective property rights for the farmers to create a favorable conditions for the people.However there is still need to improve the reform,such as bonus release,top design and legal policy support and so on.(2)This paper expounds the practice of the circulation of rural collective assets in Zhejiang Province,and summarizes its three characteristics:the scope of circulation isnot wide,the main body of circulation has closed;circulation constraints,the path is not smooth,;the flow is not active,the value of shares is not fully reflected.(3)Based on the field survey data and logit model of the members,this paper analyzes the factors that the collective members' willing of the organization participate in the rural collective assets circulation and its influencing factors.research shows that,the number of employees held by the head of the household and the number of shares held by the head of the household at the level of 5% on the "members are willing to participate in equity transfer" have a significant positive impact;whether the head of the cadres(or economic organization leadership)and the members of the shares Integrity of the two factors at the level of 1% of the "members of the organization are willing to participate in equity transfer" has a significant positive impact.Household age,per capita homestead area,the stability of property rights,the maturity of the transfer conditions have a positive impact on the organization members willing to involve in equity transfer,but they are not significant.The head of the sex,the head of the party members,per capita land area,the proportion of labor and dividend have negative impact on the willingness to turn,but they are not significant.(4)From four aspects puts forward some suggestions on how to promote the circulation of members of the organization:(1)solidify the shares of collective economic organizations and protect the rights and interests of members;(2)innovating equity design and management;(3)accelerating the development of collective economic organizations;(4)accelerating the construction of rural property rights trading system.
