With the rapid development of knowledge-based economy in the 21st century, research and development activity has become one of the important elements to enterprises,especially to enhance their core competitiveness and expand market share for high-tech enterprises.As the most creative and active resource,R&D staff in the high-tech enterprises,have become the source of the power of enterprise development and the access to the core of competitive advantages.How to possess and maintain a cadre of excellent R&D staff is of great importance to the development of the high-tech enterprises.An incentive pay is a guarantee for the R&D staff to stimulate their initiative and creativity.But the traditional pay system often leads to the problems of inadequate incentives.This paper studies the incentive pay of the R&D staff in high-tech enterprises in Beijing on this issue.It consists of 5 chapters:ChapterⅠ,the main content is to introduce the background,the relevant results of domestic and abroad research,the methods and the significance of the research,as well as the contribution of this paper; ChapterⅡ,the main content is based on relevant literatures,reveals the characteristics of R&D staff in the high-tech enterprises in Beijing and the importance of these personnel to their enterprises by qualitative analysis;ChapterⅢ,the main content is to study the situation of the incentive pay of the R&D staff in the Beijing's high-tech enterprises in three aspects:①The status of the R&D staff's incentive pay in the Beijing's high-tech enterprises;②The analysis of the external factors which effect the R&D staff's incentive pay;③The analysis of the internal factors which effect the R&D staff's incentive pay;ChapterⅣ,the main content is to design the monetary pay system and propose specific strategy of non-monetary incentive pay for the R&D staff in the Beijing's high-tech enterprises based on the results of empirical research and theoretical analysis;ChapterⅤ,the main content is to put forward the research results and deficiencies,along with the direction of further research.The major contribution of this paper is:①By theoretical and empirical analysis of the R&D staff's incentive pay in the High-tech enterprises,this paper figures out the factors which effect the R&D staff's monetary and non-monetary pay,sets a foundation for the design of the R&D staffs incentive pay;②Introduces broadbanding pay in the R&D staff's overall pay structure as the part of the monetary pay;designs various elements and their weights which can reflect the R&D staff's working ability,work attitude and work performance,to avoid the traditional pay structure which using qualifications,age assessment as major basis;③To ensure the integrity of incentive pay of the R&D staff,the paper discusses the non-monetary part of the overall pay strategy of R&D staff.According to the results of the empirical analysis,it focuses on the welfare and personnel training of R&D staff,and points out that the high-tech enterprises should design a variety of career ladders for the R&D staff,and improve their welfare actively.
