Research On The Supervision System Of Chinese Express Delivery Industry

Express delivery is a newly born industry that booms extremely fast in China.It has maintained a 30%increase since the beginning of 21^st century,especially after China became a member of WTO in 2001,and its expansion becomes increasingly rapid. Express delivery provides service to various kinds of industries in civil economy with timeliness,safety,liability and accuracy,in particular,it has great positive effects on lowing cost,promoting efficiency and improving productive rate in internal and external trade,logistics etc al.However,because of the lack of faultless legislation and inspection,a large number of private companies without qualification illegally start their business and bad service attitude,mail delay,package lost and article damage turn out to be the main aspects of complaint.Thus,it is really urgent for us to find a way that is suitable to our civil environment to modify the express delivery industry and help it develop in a correct manner.This project analyzed the current macro-economical environment such as industrial policies,management system and transportation network and information techniques obtained and found some problems also with their possible originations.At the same time,we still introduced some successful experience learned from the national post services in Germany,UK and Russia,for instance,the organizations,duties,modes and steps of inspection.Based on this study,we tried to find a way to establish and perfect the inspection system of Chinese express delivery industry by introducing administration,economy and legislation measurements from all possible directions including government,express delivery industry and consumers.The proposed system ean not only properly deal with the relationship between express delivery industry and post service and successfully connect it with transportation industry,but also reduce the rate of risk in delivery to the largest extent and consequently protect the right for the consumers.The effective distribution of resources and unambiguous concerted management can help the civil express delivery industry develop in an environment of justice,fairness and order.We tried to merge qualitative analysis and quantitative analysis,theoretical study and ease analysis,systemic analysis and model dissection together in our research.From qualitative analysis and quantitative analysis,we found the problems existing in current civil express delivery industry;and from the results in theoretical study and case analysis,we suggested several ways to establish our own inspection system and promote the civil express delivery industry.
