Research On Supply Chain Collaboration Management Between Public Port And Iron/Steel Enterprises

With the development of the integration of world trade and economic,global market competition becomes more and more fierce.The competition among the enterprises has developed to be the competition and cooperation of the supply chain. As the increasing of trade amount and the attention of port investment in China,the new business development direction is seeking.While improving the own competitiveness,the port also changes its traditional roles of handling,storage and transportation,marches towards modern logistics service port.So integrating resources,developing strategic alliances for realizing supply chain collaboration management for ports becomes a research point.The paper relies on National Key Technology R&D Program-the demonstration of logistic service of modern ports and studies on the supply chain collaboration management between public port and iron/steel enterprises.First,the problems between port and iron/steel enterprises are analyzed.Then,the affecting factors of the supply chain collaboration were summed up by using the synergetic dynamic model based on the synergetic theory and Delphi method.Third,hierarchical analysis was taken from three layers of strategy,tactics,operation and five main realization mechanisms of the supply chain collaboration management between public port and iron/steel enterprises are proposed.Finally,the research results has been applied to the practice of Shanghai port Luojing ore terminal and Pu-steel company of Bao-steel Group.The synergetic factors,sub- factors and secondary sub- factors are analyzed based on synergetic theory and then the proposal was put forward which was verified feasible and operable about the strategies and the realization mechanism of supply chain collaboration management from the followings:master plan and design of port area(strategy layer),business process optimization(tactics layer),integration and application of information technology(operation layer),risk prevention and avoiding. The above researches will enhance the core competence of supply chain.The innovation is that study on supply chain collaboration management between port logistics and iton/steel enterprises has been done.And the detailed hierarchical analysis of the supply chain coordination level was carried on.Further "Port-Steel" realization mechanism of the supply chain collaboration management was designed. With the application in Shanghai port Luojing ore terminal and Pu-steel company of Baosteel Group,research results are verified to be feasible.
