For a long time,the power industry has been national monopoly while acted as a concentrated planning economic system and government-corporation management mode. During recent years,policy reforms for electric power system were initiated nationwide, aiming at promotion on competition and market mechanism.However,the unbalance between supply and need makes it hard to carry forward power marketing innovation in China.This paper studies the power marketing problem from both theoretical and practical view. First,the theoretical basis is discussed,and the practice and experience of electricity market operation in the world are introduced.Then we look backward the innovation history in order to find the main problems of China's power market.Then analyzes on theory and module of structure for electric power market were given based on present situation of China.At last,we describe the structure idea and development strategy for China's power market.Several suggestions were given forward to improve the reform further step by step.
