The bilateral trade volume between China and Russia is small, but there are many positive elements for it's further development. The solution of bounder problem between China and Russia will greatly promote the development of Sino-Russia relationship. The establishment of meeting mechanism for the leaders of two nations enhances the mutual understanding of two governments. After more than 20 years high-speed growth, china's economy will continue to grow with high speed. Through several years recession, the economy of Russia start to revive and growth. The china's WTO accession prompt the open-up of china, enforce the linkage of china's economy with world economy. In a word, the macroenvironment of the Sino-Russia is positive. In recent years, the Sino-Russia trade are growing very quickly, but the ratio of the Sino -Russia bilateral trade volume to the total international trade volume of China and Russia is still very low. The present trade situation of China and Russia is not compatible to the comparative advantage situation of two nations. The Complementarity and potentialities of the bilateral trade of China and Russia is vast. So, we need to study the complementarity of Sino-Russia trade. On the base of former study of china and foreign scholars, the article undertake such a study and find the complementarity is strong.Firstly, the relative international trade theory has been illustrated in the article. The Absolute Advantage Theory, the Comparative Advantage Theory, the Element Theory is traditional international trade theory. These theories are the static theory. Balassa set up the Dynamic Comparative Advantage, which is very valuable. Later, other scholars did some new research and promoted the improvement.Secondly, the article analysed the development and complementarity of Sino-Russia trade. Due to the several reasons, the bilateral trade didn't develop smoothly since the 1990s. In order to analyse the topic completely, the author took several models in this articles, such as RCA, SI and found that the complementarity is strong.At last, the article analysed the negative element of the Sino -Russia trade development, pointed out some measures. We have a elementary understanding of the complementarity in the present Sino -China trade. There are so many negative elements in the development of the Sino-Russia trade that we can't analyse completely in this article. How to promote the development of the Sino-Russia trade is very important, so the author point out some measures.
