Study On The Problem Of Urban Public Housing Policy In China

Along with the cause of reform and opening advanced up, Chinese economy has developed rapidly.Meanwhile , income gap between residents is also widening. The housing problem of large numbers of low-income residents have gradually becoming prominent.Since the 1990s , Chinese government started to attach importance to the improvement of housing security system,public housing policy is also introduced and adjusted constantly.Entering the 21st century,the real estate industry has bursted out tremendous vitality.However,it has displayed weak implementation of policy in solving the problem of public housing.Outstanding performance is that there are many irregularities in the development of the economic and suitable housing,such as the behaviour of Rent-seeking,selling houses to the high income residents at high price by upgrading the house standards and so on. It has been proved that our government has an unshirkable responsibility in improving public housing policy which is in line with Chinese conditions.This paper not only makes a review and summarize of the development of foreign and domestic urban public housing policy, and analyzes theoretical basis and the importance for implementing urban public housing policy briefly, but also analyzes the successful experience of urban public housing policy by comparation from four aspects such as the pattern of public housing policy in America, England, Singapore, and makes important enlightenment. Especially it makes a focus analysis of the main problems, causes and countermeasures in the implementation of Chinese urban public housing policies at home and abroad.Against the problem which exist in the implement of urban public housing policy, this paper mainly makes a comprehensive analysis from seven aspects such as thinking and the building of legislation , and recommends corresponding suggestion perfectly. Hope to provide a reference for the successful implementation of urban public housing policy in China.
