The Research On Urban Housing Security Policy Implementation And Problems

Housing is a basic human rights and needs. Housing problems involve the basic livingof the urban and rural residents, it is related to the stability and progress of whole society.Housing has both commodity and social security attribute. Especially under the marketeconomy conditions, the market can not entirely provide housing to all residents accordingto the law of value, housing,like education, health care reforms in the areas, to some extent,should also be incorporated into our social security system. At present, the construction ofChina’s housing security is still in the exploratory stage, regardless of macroscopic systemdesign or specific planning construction to be in-depth discussion of the system. Jinan City,as a typical representative of the large and medium cities in China,to study the experiencesand problems in its housing security policy implementation process, can provide usefulinspiration and reference for other cities.The paper is divided into five chapters, The first chapter is the Introduction todescribe the background and the significance of this paper,domestic and foreign researchstatus, content and methods; Chapter Two is summary of the housing security system, clearthe content of housing security and the evolution of China’s housing security system;Chapter Three is a comprehensive analysis of the housing guarantee implementation of thepolicy current situation in Jinan City, analysis the provisions of the existing housing policy,achievements and policy in the implementation process by the actual survey; The fourthchapter summarized the policy of foreign countries to solve the problem of low-andmiddle-income family housing,and pointed out that the extraterritorial experience usefulinsights to solve the housing problem for low-income families in our country and thereference value; based on the above analysis, Chapter Five Proposed the tentative solutionto the problem of the process of policy implementation for the protection of housing inJinan City, and put forward policy recommendations. The final conclusion sectionsummarized the work of this thesis, as well as the achievements of that issue to beexamined and articles shortcomings and limitations.
