As an inportant part of social security,housing security plays an important role in economic devejopment and social stability.The Nineteenth National Congress of the Communist Party of China pointed out:'Tt is necessary to accelerate the establishment of a multi-subject supply,multi-channel guarantee,and rent-purchase housing system to allow all people have a home."2020 is the decisive year for us to fully build a well-off society.Therefore,It is of great significance to solve the housing problem of low-income groups and realize home ownership.This article mainly discusses the current status and problems of the implementation of public rental housing policy after the "Combination of pub lic and low-rent housing"and adopts a research method combining literature research and interviews.The literature research is mainly to sort out the state's public rental housing policies after the"combination of public and low-rent housing".The interview method uses a public rental housing area in Jinan as the research site.Through interviews with residents'committee staft tenants,and heads of the Housing Management Office to collect primary data and organize and analyze it.The analysis found that some problems were revealed during the implementation of the public rental policy in Jinan:insufficient protection based on citizenship;lack of civilized life rights;unequal civil rights and obligations;lack of dignity based on social rights.The reasons for the above-mentioned problems are mainly due to the following aspects:First,the policy design is unreasonable and there is a shortage of public rental housing;second,the source of funds is single,and the cost performance of the input and outout is low;Lack of transitional guarantees;Fourth the awareness of civil rights is weak,and social prejudice affects harmony.In view of these problems in the implementation of public rental housing policies,this article puts forward targeted suggestions from four aspects:widening supply channels,optimizing site selection layout,improving laws and regulations,and innovating construction models.On the issue of housing,we must develop the leasing market and broaden the supply channels for housing;in terms of site selection and construction,we must consider factors such as infrastructure,public transportation,employment,child education,and medical care.In the exit mechanism,it is necessary to adopt transitional policies to help and provide a buffer period.In the choice of construction mode,it is recommended to change the current centralized construction mode to achieve decentralized mixed living and promote group integration.
