Research On Legal Problems Of Renewable Energy Law

More than 20 years economical reform and the national opening cause the Chinese economy rapid development,simultaneously,enable this country which has millennium agriculture tradition to turn to great energy consumption nation.Compare with many developed countries and the majority developing nation,Chinese energy source shortage and environmental pollution problems are more serious.Therefore,the urgent matter that China faces is to vigorously develop and use the renewable energy resource,which can solve contradictory of energy resource shortage,environment pollution and economy development.In order to impel development and use of renewable energy resource,our country formulated related law,rules and regulations,which for promoting use and development of renewable energy resource,which is effective at some point,but is not effective at overall perspective.On February 28,2005, Renewable Energy Resource Law was passed in 14th conference of Standing Committee of tenth National People's Congress,which enables legal framework of environment law to tend to be consummate,and it is a great landmark in advancement of legal system.The final goal what we are going to achieve with renewable energy resource legislation is for reasonable development and use of renewable energy source, establishing positive cycle of resources market,promoting harmonious coexistence of human and nature.By summary of concept,type and use and so on of renewable energy resource legislation and expatiate of necessary of renewable energy law legislation of our country.This article demonstrates the importance of renewable energy resource development.At the same time,through reference of overseas renewable energy resource development policy and legislation status,this article proposes questions on renewable energy resource law,then by analysis those questions,proposes the improvement plan,which enables renewable energy resource law further to display its function of protecting renewable energy resource and environment,promotes continual development of Chinese national economy.
