Develop economy and environmental protection are the unavoidable contradiction of traditional economy,to solve the deep contradiction of fundamentally,must realize the transition from traditional economy to recycle economy.This is the strategic choice of 21th century.But the health of circular economy develop,need law and system of circular economy become an important link of economic development.Many countries in the world in the context of sustainable development strategies under the guidance of the development of recycling economy, establish a recycling-based society as a means of achieving the coordinated development of the environment and the economy an important way, So this text carries on special research to the legal system of circular economy.Circular economy has gradually become the guiding economic development in countries around the world consensus.Besides preface and conclusion,this paper divided into 4 parts:Part one,Introduce the basic theory of circular economy, by analyzing the theory of circular economy and development process, and further clarified the meaning of recycling economy, basic features, basic principles, and on this basis is a forensic analysis of circular economy.Part two, Introduce Germany, Japan, EU and other developed countries relating to the legal system of circular economy and the implementation of mechanisms for foreign cycle of economic development experience, sum up the development of circular economy out of the country's legislation and the implementation of the Enlightenment, summed up the legal , regulations and policies and systems in two ways.Part three is about China's Circular Economy Legislation and Legal Analysis of the implementation mechanism.
