Comparative Study About Public Housing Fund System Of China And Singapore

Public housing fund system(phfs) on the basis of Singapore system's experience at the beginning of the 90's is social housing safeguard system which was established and developed according to China's concrete national condition.Since phfs was implemented,in more than ten years,it has experienced the experiment site,the promotion,to gradually standard, unceasing development.Our country has basically established the system's frame which adapts itself to the socialist market economy.It has become the Important safeguard of the citizens to solve the accommodation.However,China' current public housing fund system is not perfect. For example,system's legislation lags behind;fund management center status is unclear;,Housing provident fund rate is not high with Smaller public housing fund system coverage;management agencies,such as the existence of a not sound internal control mechanism and so on.So it can not play its rightful role and can hardly embodies its social fairness. Therefore,the study of how to improve public housing fund system has an important theoretical and practical significance.Use the results of study home and broad for reference,using the knowledge of management and economics theory,using the combination of normative analysis with empirical analysis and comparison analysis method,it first analyzes Singapore's experience in this way,then reviews the development of China's system finally analyzing the modern situation and existing problems.There is a more systematic comparison between China's system and Singapore's in management aspects,operational mechanism,capital source and utilization and safeguard content and so on.Finally,in view of our country system's concrete reality,it proposes the countermeasure which deepens our country's system reform.The paper:To make a comparative analysis systematically between China and Singapore Provident Fund for public housing fund system for.To put forward our own theory and policy proposals to consummate our system.The study will not only deepen the reform of the housing system and promote the development of China's housing industry with some theoretical significance,but from the whole accelerate Chinese system's construction with some practical sense.
