And this thesis is just a positive and meaningful attempt to deal with these problems.The thesis consists of six parts. Part one is a preface, dwelling on the research background and the thesis significance plus a brief review of the related reference so far and a general introduction of the research approaches, process, the thesis'outline and its innovations as well as shortcomings. Part two sheds light on the necessity and urgentness to develop FDI in China at present. Part three is a description of the status quo and problems of the FDI in China. By making use of some theories concerned, the fourth part analyzes the necessity of constructing a supporting system for FDI after a study of the limitations of the current measures in this field.Part six raises some advice for improving the policies regarding the supporting system for Chinese enterprises to"go abroad".The thesis discovers that there exist three kinds of obstacles in the course of promoting FDI and it has laid a solid theoretical foundation for the government to construct a supporting system for the FDI. It proposes and defines some new concepts about the construction of a supporting system for the FDI. It highlights the systematic function of the supporting system. It initiates the concept of the cultural role in the promotion of the FDI. That is, we should propagandize the excellent Chinese traditional culture and strengthen its influence upon the world so as to improve Chinese image in the world because the international image of a country will help creat a harmonious and beneficial international environment and reduce the transaction cost in"going abroad". So the thesis holds that culture can act as a vital impectus for encouraging the FDI of Chinese enterprises.
