Under the background of global economic liberalization, Chinese economy is growing rapidly. This is a rare period of rapid economic growth. However, the rapid growth of economy requires lots of foreign advanced science and technology to service our modernization. Nowadays, the United States High-tech is the most advanced, so China should do the best to make the US transfer the technology to it. But because of some historical and practical reasons, the United States takes a wide range of control policies on export of high-tech, especially toward China. In the relationship between China and the US, the technology export control has become the topic in the schedule of high-level talks. Since the Reform and Opening of China, inputting the advanced foreign technology is the very important way to narrow the gap between China and the US and accelerate the speed of modernization of the domestic economy. In the mean time, as the most powerful country in science, the United States always takes advantage of technology, and makes the technology control service the policies against China. After the Cold War, because of the changes of Sino-US strategic relations, technology export controls have been more and more sensitive. On one hand, the United States do everything possible to limit the high-tech exports to China in order to protect American strategic position; On the other hand, the US government uses export controls repeatedly by means of sanctions or by the threat of sanctions against China to strengthen their foreign policy. So, the research on the policy of the US technology export control is significant either economic or political. Therefore, the researches on the origin, the development, the new trends of U.S. technology export control, and "what China should do" are the clue of this essay.There are four parts in this essay:The first part discusses the history and development of the export control system in the US. From it, we know about the operation and the meaning of existence and the value of the system.In the second part, by the preliminary discussion on the American exports control, the arrangement and process of the changes of the US high-tech export control toward China has been educed. This has been departed from before and after the Cold War. This part was emphasis on the motivations and disadvantages of American technology export control toward China, which makes closer to the subject of the essay.The third part is the core of this essay, for the new trend of the US technology export control toward China. Above all, the process of discussion on the development is for the more understanding of this system and its new trend, and then, take preparation for how China should deal with it.The last part of this essay has been educed: the US technology export control policy toward China has influence on some relevant laws and the countermeasures of our country. Although to some extent, the US technology export control system has inhibited the local economy, there are some advantages .In the interests of national security and world security, it has played a very important role. So we have to learn the benefits of export control system in order to establish our country's export control system. In the trade between China and the US, we have to be stranger and more powerful, and should prepare for the US export control system.To sum up, the main line of this essay is to know the policy of the US technology export control toward China and learn this policy in order to reduce the influence toward China . The whole passage is closing this clue, referencing, describing and explaining questions deeply and slowly. The subject is very significant because it relates the theoretical meaning about the American laws, and the practical meaning, which promotes the trade development between the US and China.
