A country’s high-tech industry reflects the country’s degree of industrialization of technological innovation. Based on the fact that a country’s level of technological development is the core power sectors on the industry sector, industrial innovation activity and innovation efficiency, the high-tech industry is an important perspective evaluation of development.Since the1990s, China’s high-tech industry began the technology innovation. From the beginning of reform and opening up " market for technology" to the present, multi-innovation development opens a path for China, opening a profound stage for high-tech industries throughout the industrial innovation system. Therefore, we need to clarify the vision of the development process of the development in China’s industrial innovation system, understand the characteristics and effects of each stage, analyze the current development stage of China’s high-tech industry, and explore the future on these basis, building a stronger competitiveness of industrial innovation.This paper is divided into three parts, the main contents are as follows:The first and second chapters are mainly on the research background, research ideas and relevant literatures that lay the foundation for the subsequent analysis. Literature review section of this paper is focusing on innovation and efficiency of Chuangxiao theory, open economies under technology transfer and technological innovation of existing research, open conditions of Chinese high-tech industry innovation research and development impact of FDI on innovation Research.The third, fourth and fifth sections of this paper are the major part of this paper, focusing on the impact of the third chapter of the high-tech industry development pattern of the current situation and FDI innovation activities on the ability of independent innovation. These three aspects were more comprehensive and in-depth analysis, mainly by using the " statistical Yearbook of China high-tech industry," Statistics in2003-2012to achieve the targets and mining. Conclusions found that our senior competitive high-tech industry in gradually, export-oriented obvious, although there is insufficient investment in industrial innovation. Foreign investment has become a leading force in the high-tech industry and FDI for the industry to improve the capability of independent innovation of the pros and cons each other now. In the fourth chapter, the paper discusses the formation and development of high-tech industry innovation capability mechanism conducted in-depth research, and the establishment of the index system, the use of DEA model and C2GS2C2R model innovation efficiency17industries in our country in2011were high-tech industry assessment, from a purely technical efficiency and scale efficiency of decomposition evaluation confirmed that the Chinese high-tech industry innovation and lack of investment, innovation and efficiency in the ascending scale stage, there are17major industries in eight major industries in Chuangxiao efficiency of DEA comprehensive and effective, and the remaining nine major industries are in the ascending scale stage. In this paper, the use of DEA in the fifth chapter of exponential model for the high-tech industry in1997-2011was funded by enterprises and foreign-funded enterprises’independent innovation efficiency rate evaluation, the domestic enterprises and foreign-funded enterprises independent of innovation efficiency of the decomposition of the original innovation efficiency and secondary innovation efficiency (by the integrated innovation and absorption and innovation constitute) conducted an empirical analysis. The study found that enhancing the ability of independent innovation of China’s high-tech industry is mainly derived from the original innovation efficiency, but not secondary innovation capability development.The third part of the paper includes the sixth chapter of the research findings and policy recommendations from the status quo of China’s technological innovation of high-tech industry development strategy must achieve three breakthroughs:a technique to improve the industry’s overall R&D investment, and enhance the industry R&D. Input intensity level;Second, while focusing on original innovation capability needs, secondary innovation, resource allocation efficiency. Relying solely on one aspect of improving efficiency and innovation efficiency for growth, a limited practice of China’s high-tech industry, proved this point. In addition, to improve the capability of independent innovation of China’s high-tech industry, but also on foreign policy in maintaining the continuity and stability; introduction of effective competition mechanism to encourage enterprises to develop its capacity for independent innovation; actively improve the domestic technology market, creating a standardized domestic technology purchase transactions macroeconomic environment; in order to accelerate the reform of institutional mechanisms hinder technological development of productive forces, on the basis of factor endowments accelerating industrial upgrading efforts.
