Study On The Institutional Environment Of Circular Economy

Circular economy prevailed since the last century 90's,at present,it has become the focus of widespread concern.The late 90's,Circular Economy concept has been introduced into China and later it produced an extensive and far-reaching impact.It received great attention from the Party Central Committee,the community and the public.With the launch cycle of economic development at the national level,China made a series of eye-catching achievements through the use advanced experience from abroad."Circular Economy Promotion Law"implemented from January 1,2009,It has laid a solid foundation for China-depth development of circular economy. Accelerate the development of circular economy has become the major strategic initiatives of follow-up and implementing the scientific development concept,Building a well-off society and realize sustainable development.It has become a concerted action from the nation.Cycle of economic development is inseparable from the system specification and guidance. Research is conducive to the development of circular economy system,it has academic value and practical significance in promoting the development of circular economy in China.This paper studies the institutional environment of circular economy,the research will strengthen the government's decision-making capacity at the field of science and technology policies of circular economy,can speed up the establishment of a mechanism for the development of circular economy system,provides the theoretical support and methodological guidance to promote scientific and comprehensive development of China's Circular Economy.This paper conducted the following research:(1)Outlined in Circular Economy.First discusses the definition of circular economy. Since there is no international consensus on it,I had a positioning of circular economy through adopted the representative definition,relying on"People's Republic of China Circular Economy Promotion Law"which was implemented from January 1,2009.Secondly discusses the evaluation of circular economy principles,characteristics and significance.Came to the conclusion that the formulation is conducive to the development of circular economy system are necessary and feasible by analyzing the successful development of circular economy experiences from Germany and Japan. (2)Identified the main development of circular economy.To promote economic development in the main body of the cycle there are four:the government,enterprises, intermediary organizations and the public.This section focuses on four of China's construction of the main system involved in the development of circular economy.(3)Focuses on four main systems of the building it to promote the development of circular economy in China.Through the four parts of a systematic exposition of our government, enterprises,intermediary organizations and the public to promote the development of circular economy system,using the advanced experience from abroad,summing up the results of our existing building,based on conditions,developed a set of suitable system to promote the development of circular economy in China.This paper focuses on China's circular economy system.Before the study is mainly directed against the individual,or government or business or public,the lack of intermediary organizations for research,in this paper,I carried out innovative research by combining the four. Four are inextricably linked in my opinion,mutual promotion and mutual constraints.I initially built to promote the development of circular economy system which is more comprehensive.Because of limited time,energy and research capabilities,papers must still inadequacies, for example,not enough depth analysis of the system of intermediary organizations,circular economy system is not comprehensive enough and so on,they need to be further in-depth study, improve and perfect.
