Meishan Island locating at Beilun district of Ningbo City is the only area which has not been Meishan Island, located in the Beilun district of Ningbo, Zhejiang Province, is the only coastal area of the city that has not been developed. However, the Island has a deep shoreline, land resources, an ecological environment and the potential for cultural tourism. Early in 2007, the China Urban Planning and Design Institute, commissioned by the government of the Beilun district, discussed a plan for the long-term development of Meishan Island entitled the "Ningbo Meishan Island Development Study." Using a SWOT (Strength, Weakness, Opportunity, Threat)analysis, this paper will investigate the proposed development of Meishan Island and then determine an appropriate development direction for the program.This paper will first introduce the proposed geographical, regional, economic and social development and their functions, and then analyze these elements using SWOT analysis in order to determine an appropriate timing for the phases of development. According to function, Meishan Island can be divided into 3 zones: the port city development zone, the ecological buffer zone, and the primary protection zone. Based on this analysis, this paper proposes a plan for the construction of the port city, the development of eco-tourism and eco-agriculture within the buffer zone, and a regional transportation planning program for the entire Meishan Island.According to this planned development, this paper concludes that, relying on regional development advantages, Meishan can not only promote economic development, but also become a strong and vibrant area based on environmental protection and sustainable development.
