With the development of economy, the level of urbanization is higher and higher. The role of urban management and law enforcement is becoming more and more important. As a public sector, the staff incentive of urban management and law enforcement attracts more and more people's attention. The level of urban management and law enforcement continuously improved, but compared with the expectations of the public, there are large gaps, LD City Urban Management and Law Enforcement Bureau hasn't established a effective staff incentive mechanism, and it can't mobilize the enthusiasm of the staff's work. No concrete and deep study is made concerning staff incentive mechanism, as a result, the function of public sector staff incentive mechanism is not very satisfying.In this thesis, it stresses the importance of the study on the incentive mechanism, analyses the status of staff incentive mechanism of LD City Urban Management and Law Enforcement Bureau, and points out the necessity and urgency to improve it. Then, the paper puts forward measures and proposals to improve the staff incentive mechanism though the use of incentive theory, the analysis of LD City Urban Management and Law Enforcement Bureau on the basis of the existing problems, the emphasis on the scientific of performance evaluation, the improvement of the salary system, the establishment of a reasonable promotion system, the implementation of satisfaction incentive, the enhancement of the training Incentive and other aspects. From the reality of urban management and law enforcement, it can motive staff and fully moblize the enthusiasm of the staff's work through the 360-degree staff performance appraisal, the implementation of broadband pay, the establishment of competition for posts, the two-way selection, the mechanism to optimize the combination, the rich-rization of work and building the learning organization. The author would like to take staff incentive mechanism of LD City Urban Management and Law Enforcement Bureau for example, take into account the real needs of the public sector staff, study incentive factors, find ways in order to improve the existing public sector staff incentive mechanism.
