Study On The Transformation Of Resource City Based On Circular Economy Theory

Firstly, this paper analyzes the definition and characteristics of the resources city, enumerates historical contributions of the resources city, and analyzes present existing development problems of the resources city. Then it proposes that circulation economy is the only solution of the development of resources city.Secondly, based on the description of the general situation and resources reserves of Fangzi District where is a typical resources city, the paper analyzes the Fangzi District's economic development present situation and development problems which Fangzi District faces, and considers that urban strategy transformation has become the most urgent problem which can't be avoided for Fangzi District. Taking the way of the circulation economy, namely"reduces, high efficiency, reuse, recirculate", and bringing about the benign growth pattern which can realize the maximum value of resources, are the most suitable way of the Fangzi District's development, which can help Fangzi District solve the problems of economy ,society and ecology so as to achieve sustainable development.Thirdly, the paper constructs a urban sustainable development evaluation indicator system by referring the urban sustainable development theory, then applies this indicator system to comprehensively and objectively evaluate the economy-ecology system of Fangzi District and draws a conclusion of that when Fangzi District's economy is growing rapidly, it would not bring lots of influences on the ecology environment, but has causes the tendency that the quality of environment is getting worse. In the future, if Fangzi District doesn't change the tradition pattern of economical growth, not only the ecological environment quality will worsen, but also the economy can't be able to continue the high speed healthy development.Finally, referring the study conclusions above mentioned, the paper analyzes necessities and possibilities of Fangzi District circulation economy development, draw lessons from domestic and foreign circulation economy practicing experience, from three aspects that founding Fangzi District circulate economical enterprise, founding the Fangzi District ecological industry garden, founding Fangzi District cyclic society to construct the Fangzi District circulation economy development model, and suggests Fangzi District establishing the urban transformation support system to make sure to develop the circulation economy smoothly.
