Research On Paradigm And Evaluation Of Transformation Toward Circular Economy In Industrial Parks

Transformation toward circular economy (TTCE) in industrial parks is an important fieldduring China’s "12th Five-Year Planning" in promoting the development of circular economy,and it is also an important starting point to achieve the goal of ecological civilization strategyand the concept of beautiful China. At present, the first batch of22pilot park of TTCE has beenestablished. However, the theory research and practice cases for the parks’ TTCE are still inshortage, both at home and abroad. Therefore, how to promote the park’s transformation andhow to evaluate the levels of the transformation, has been an urgent and important issue in thefield of circular economy research nowadays.Firstly, theoretically studied on the transformation toward circular economy of the parkfrom the domestic and foreign research literature and government policy documents, analyzedand presented its relationships and differences between ecological park construction industry.Secondly, analyzed its main content and practices and the scope of the loop transformation, bytracking several different types of domestic successful transformation cycle industrial parkresearch, and thus summarized the results of the general circulation paradigm of various typesof industrial parks in promoting the transformation.The general paradigm is made up of fiveprocesses---the park resources and environment needs analysis， positioning and the basicconditions of park analysis, the renovation design of the circular economy industrial chain(network) in the park, promotion of the park elements circulation，infrastructure&information sharing in the park. After getting the general paradigm of TTCE,the evaluation of TTCE were studied.With material flow theory as a basis, and with thescientific and practical, concise and actionable as the principles, taken the static sectionindicators of the park for analysis, designed a index system park which may reflect the level ofthe TTCE in a park, built up a park’s TTCE level fuzzy comprehensive evaluation modelbased on AHP, and validated the model with the Guang’an park, proposed that the cycle of thetransformation should focus on promoting efficient. Finally, combined with the results of theevaluation model and the five processes that the general paradigm contained, taken thecircular economy industrial park in Guang’an economic development zone as an example,empirically studied the environment, resources and needs of the park, the optimization ofindustrial structure, the improvement of the circular economy industrial chain. The wholeprocess was content with the five process echoes, reflecting its position as a general paradigmpointing operable. One innovations is that we built up a static evaluation index system and themodel which can be quantified on the dynamic this process of the industrial park’s TTCE, andsecond is, we summarized the TTCE paradigm of a park that included Five specific processes with generalized universal nature through case study method, which can give a reference forfuture practices.
