A Study On The Reform Of Urban Medical Insurance System In China

While China has been perfecting the system of socialist market economy unceasingly, and speeding up the construction of well-off society, the contrast between lack of enough welfare supply and the people's increasing need of social welfare service has also been intensified. The social security cause in China is a great undertaking now, not just about disadvantaged groups, but concerning people from all walks of life. Thus, how to meet the need of medical insurance at different levels, and lower medical risks on the part of urban citizens become one of the focuses in society, and a problem which needs cracking immediately.The thesis consists of four parts:The first part is introduction, which briefly introduces the background and the value of this study, summarizes relevant research at home and abroad, presents the research objective and research method.The second part is a retrospect of China's reform of urban health insurance system, which includes two phases. The first phase elaborates the establishment and development of free medical care and medical services under labor insurance in the time of planned economy system, and the disadvantages of the above-said urban medical insurance system are gradually exposed when China undergoes its social system transformation. The second phase analyzes the reform of urban medical insurance system in China since 1980s, the transformation from traditional free medical care and medical services under labor insurance to new systems, and the necessity of establishing "Combination of Planning and Accounting", a new mode of medical insurance.The third part gives an analysis of the current situation of urban medical insurance system in China. Firstly, this part describes a basic framework of urban medical insurance system, the difference between the current basic medical insurance system and the traditional free medical care and medical services under labor insurance. Then, phase achievements which are made by the current reform is pointed out. Lastly, the author tries to analyze the main contradictions and problems facing the current medical insurance system, including poor coverage of medical insurance system and heavy burdens on individuals; rising cost of medical care; possibility of corruption caused in medical care and degradation of social morality; disorder in drug circulation and unfair drug price, and so on. Also, the reasons causing these problems are analyzed.The fourth part is about solutions to the reform of urban medical insurance system. Dealing with the above-mentioned problems, this part makes a study on the solutions from the perspective of government leading role, management and collection of social insurance funds, coordinated reform of medical care and medication, construction of primary medical service system, equalization of basic public goods and service, construction of multi-level medical insurance system, and so on.
