China's traditional paper industry is a high pollution,high energy,low-output industry.In addition,while domestic demand can not be satisfied,export volume had been increasing year by year. So,paper is not to be encouraged to export since 2004,and abolished the export tax rebate for paper and paperboard.In recent years,although China's paper industry still exist some problems,it has been rapid development overall,including technological progress,product mix,and other aspects of the mode of economic growth.With the outbreak of the global economic crisis in 2008,China's paper industry has been seriously affected.As a result,in order to avoid further shocks to the paper,studying the resumption of the export tax rebate for paper and paperboard is necessary,which can not only improve the export competitiveness of paper products to get over this hard period,but also for the further development of paper industry.Last,the author analyze that there is not a resumption of the export tax rebate for all the paper and paperboard.According to different characteristics of paper products and the status quo to select the restoration of export tax rebates,which can show the reasonableness of the export tax rebate,we propose the restoration of newsprint,coated paper,cardboard boxes and the white board of the export tax rebate.
