With the problem of food safety's appearance and the increasing attention people paying on it, HACCP program is accepted by the experts and government agencies in most countries. Thanks to its authority and advantage, HACCP has been used in food safety control during the whole process from farm to table. Moreover, many developed countries have led it into international trade. It becomes a new "Green Barrier" from where each country stands.In order to guarantee our people's health, get ready to face the challenge in WTO, Chinese food industry has to use their energies on improving the food quality, and implementing HACCP in the industry, so that our food safety management can attach to the international level.Because of the development of China, the proportion of frozen food consumption is increasing steadily. As a result, there is a special meaning in implementing HACCP in frozen food industry in China. There are a lot of enterprises here in frozen food industry. These enterprises are more reputable depend on the basically satisfactory laws and regulations decreed by the local government.Statistical data and research results showed that HACCP was demanded stranger and stronger in the international trade. However, there're only a few food enterprises had implemented HACCP in China, including frozen food industry. The situation of food safety now made the government use several measures to macro-control, and that needed the enterprises in concert with government on each steps. However, all administrative policies can not take place of the behavior companies have, and the government cannot interference these companies' own freewill. At this background, it is necessary to have research on the companies' willingness to implement HACCP Program.This paper focused on the factors of influence on companies' willingness implementing HACCP Program, with the hope of offering some reference far both companies and government. The paper is divided into six parts according to the research objectives. The first introduction part gives a general idea of the background, framework and methods of the research. The second part reviews the related literature, and establishes a base for proposing the factors below according to the analysis on economic views. The third part mentions the necessity and urgency on implementing HACCP in frozen food industry through analyzed the present conditions of frozen food enterprises of China. In the fourth part, the author has a preliminary analysis with the questionnaires, and gives some statistical data of the companies' basic characters, the situation these companies implementing quality control system. In the fifth part, the paper has analyzed sample data. At first, the author proposes the possible factors which may affect companies' willingness, and then synthesizes these factors through Factor Analysis and Principal Component Analysis. Then the paper uses Logistic Regression Analysis to estimate the influence degree of each factor. The last part gives conclusions and related policy suggestions.
