Farmland transfer is considered an important measure to solve the problem of land fragmentation and irrational allocation of land resources, and is also a measure to achieve scale management of agricultural land. The most important principle in the transfer is voluntary, it means to respect for the farmers’ rights. Now, most of the problem comes from the misunderstanding of the farmer behaviors, and the interfering of their autonomous rights. To mobilize the enthusiasm of all parties and promoting transfer of farmland, we should have a deep understanding of farmer’s behaviors and psychology. So as to develop a reasonable policy measures. As individuals, farmers do have the ability to make decision alone, and they’ll make a reasonable choice after consideration of various factors. Research the farmer’s decision-making process and find out the specific content of cost and benefits is very important for us to understanding behavior of farmers and develop policy and measures.This paper research the function of farmland from the perspective of whom turn out and turn in, and then construction the farmer’s decision-making process of transfer after a comprehensive analysis of the cost and benefit. Based on the above work, it summed up the most important factors of farmers’ willingness. We design a questionnaire to investigate the behavior and willingness of farmers. This survey involved 383 rural households in Jiangsu province.According to the research, we found that the form and objects of transfer are monotonous, and most farmers don’t want to transfer for long time. We also found that most farmers don’t want to give up the contract right. The subsidy from government is too low to propel farmland transfer. We found that the willing of transfer out is relative to the non-farm work. The willing of transfer in affected more by family characteristics then personal characteristics. The effect of subsidies to farming in the sample area is limited and partially distorted. This subsidy has a negative impact of transfer out willingness. This survey also found that it’s general for the farmer to work both on agriculture and non- agriculture. The age for whom do full-time farming is general too old.Finally, according the conclusion of theoretical analysis and empirical research, this paper gives some policy to the transfer of farmland. For example, clear the ownership of farmland and make the contract rights stably; improve the service of transfer; set up a specialized department to supervise the farmland transfer and handle the disputes; establish risk fund to reduce losses; and change the pay way of grain planting subsidies; and to encourage young people to work in agricultural entrepreneurship.
