| The Three Rural Issues Concern the National Economy and People’s Livelihood.The rural land problem is the core of the "three rural" problem,and the homestead problem is an important part of the rural land problem.China’s homestead system has distinct characteristics of The Times,from the homestead ownership and use right "two rights of unity","two rights separation",and then "three rights separation" historical transition.The proposal of the "three rights separation" reform of homestead land conforms to the practical requirements of rural development,and has become an important task in rural reform and has been highly valued.The transfer of the right to use homestead land has promoted the rational use of land resources,increased farmers’ income,and become an important form of implementation of the "three rights separation".Currently,pilot areas have explored different types of transfer models,enriching the practice of transferring the right to use residential land.The willingness of farmers to transfer their homestead land use rights is of great significance for the pilot areas to formulate the transfer mode and path of homestead land use rights according to local conditions.Therefore,exploring the willingness and influencing factors of farmers’ homestead land use rights transfer,proposing targeted suggestions,and promoting the transfer of homestead land use rights is the starting point of this study.This article takes the "three rights separation" policy for homestead as the background,conducts a literature review of relevant research related,explains the relevant concepts and theoretical basis.Taking Wuyuan County,Inner Mongolia as the research area,a questionnaire survey is conducted on the willingness and influencing factors of farmers to transfer homestead use rights in Wuyuan County.At the same time,the Logistic model was established to analyze the data empirically,and the main influencing factors of farmers’ willingness were obtained.and analyze the factors.On this basis,targeted policy recommendations are proposed to promote the effective transfer.The main research conclusions are as follows: First,there is a good practical and policy basis for the transfer of homestead use rights in Wuyuan County;Secondly,farmers have a low willingness to transfer;Thirdly,the factors that affect the willingness of farmers to transfer mainly include the following aspects:(1)The personal characteristics of farmers will have a small impact on the willingness to transfer,with only the age of farmers having a significant negative impact on their transfer behavior;(2)Household production characteristics will have impact on farmers’ transfer intention,and the area of cultivated land and the area of cultivated land transfer will have an impact on their transfer behavior.The area of cultivated land has a negative effect and the area of cultivated land circulation has a positive effect.(3)The cognitive characteristics of farmers will have a significant influence on farmers’ willingness,and their cognitive level of the economic value of the homestead,their cognitive level of relevant policies on the homestead,their "emotional" cognition of the homestead,and their cognitive level of the homestead function will all have an impact on farmers’ transfer behavior.Among them,farmers’ cognitive level of the economic value of the homestead is the main factor that affects farmers’ willingness,with a significant positive impact;(4)The social environment significantly impact on farmers’ behavior,and the degree of government support and the transfer behavior of farmers’ surrounding neighbors and relatives will have a positive impact on farmers’ transfer behavior.Based on the above conclusions,the following suggestions are proposed:(1)Improve farmers’ awareness.Firstly,increase policy publicity to improve farmers’ awareness of policies related to the transfer of homestead use rights;Secondly,on the basis of respecting the "emotional" dependence of farmers on the homestead,improve the social security system and relieve farmers of their worries;Finally,strengthen farmers’ awareness of risk prevention and protect farmers’ property benefits.(2)Improve legal protection for the transfer of homestead use rights.Firstly,improve the relevant contents of laws and regulations such as the Constitution,the Land Management Law,and the Civil Code;Secondly,special legal norms should be introduced to clarify relevant concepts and regulate circulation behavior.(3)Establish a platform for the transfer of homestead use rights.First,build trading facilities and venues,;Secondly,provide transfer services and gradually build a unified land trading market for urban and rural areas.(4)Establish a housing land price evaluation mechanism.Firstly,formulate a scientific and reasonable housing land price evaluation mechanism based on local conditions;Secondly,establish professional evaluation departments and evaluation institutions.(5)Strengthen the construction of relevant talent teams.Create a talent team that understands relevant policies and rural conditions through experience learning,talent introduction,and other methods,and give full play to the support and leading role of talents in the transfer of homestead use rights. |
