The construction of municipal public utilities in China has been fiscally invested by the government for a long time,but the majority of the capital is directly put into the items of production and operation. Due to much in debt and little in investment in urban public facilities,science,education,culture and health,the so-called Infrastructure Bottleneck is formed ------- the backwardness of infrastructure facilities such as water,electricity,gas,road construction,public transportation and communications seriously restricts economic development. Moreover, such an infrastructure is viewed as supporting facilities of welfare service and non-production. Since reform and opening to outside the world, great changes have taken place in urban public utilities: the features of urban dramatically change and the quantity and efficiency of public supplies increase on a large scale, nevertheless, it is a long way to go to meet the needs of the masses, compared to Western countries.In the 1st Chapter, the author analyses malfunction and invalidity of the market and the government in municipal public utilities in terms of the features of public property, introduces the orientation of market reform. In the 2nd Chapter, the author reviews and analyses the political background of market-oriented reform both abroad and at home as well as explorations from all walks of the society and existed problems and reasons, drawn from advanced experience and lessons of developed Western countries. In the 3rd Chapter, through the analysis of the inherent contradictions in market-oriented reform, the author puts forward the object and content of reform.It is assumed in this paper that municipal public utility involves the interests of the state and the people, so its reform concerns governmental reform and its production and operation characterizes somewhat network features, natural monopoly as well as scale merit. It is not completely applicable to the rule of free competition, has its inherent specific characteristics, thus, we must grasp its inner regularity and analyze its contradictions and draw on all successful experiences and figure out the solutions.Market-oriented reform is the inexorable trend of public utility development. The management of public utilities has to obey the regularity of market economy. There is the need of a balance between the government and the market. The key to the reform of public services lies in the government officials who represent the government. The reform of public services is fundamentally to administrate the institutions and reform. In order to transfer the Party's ruling mode, that is, to separate the functions of the Party from those of the government; to carry out the effective supervision of the power; to improve the investment environment, realize a diversity of investors, increase the input in public utilities. Development is of paramount importance, so the government must relax politics in order to realize legislation of management measures and socialization of management mainstay on the basis of scientific system of supervisory management.
