Twenty-first century is the high time when human beings make knowledge and use of ocean thoroughly, as well as well protect our ocean. Especially in recent time the world economy and science has developed quickly with the dash decreasing of resources, exploration of population, and environment deterioration. Such pheromones have aroused increasing attention to our ocean. China, as the nation held the quarter of the world population, facing the heavy burden of the land, does need a new friend for help. Ocean is viewed as the cradle of life and full of resources. It is no doubt that the China economy development will greatly depend on the ocean. So to some extent, caring our ocean is caring our nation's future.Today a new economy growth dolphin will drive and impact other field. In twenty-first century when we promote Scientific Concept of Development and Harmonious Society, we cannot just attach importance to the number of economy growth. What's more important is that we should arrange and plan reasonably so that the fields of economy, ecology, environment, and welfare can promote each other harmoniously and constituently. The development of ocean economy is the same. So far, our nation has paid more attention to the construction of harmonious ocean society, which is very important to the utility of ocean resources, share ocean rights scientifically, and implementing the harmony between humans and the ocean.This essay first has portrayed the developing course of our ocean economy, and briefly summarized the development status of our costal provinces and cities. At the same time, relevant literature reviews from both home and abroad on this topic has briefly been made. Furthermore, we have taken emphasis on the interaction between the ocean economy and social economy. To make further knowledge of the laws and trend between the development of ocean economy and social economy, we use econometrics models and relevant data to analyze thoroughly. And then, on such basis, we have tried to define the conception and connotation of harmonious degree between ocean economy and social economy. Besides, the system of evaluating targets has been set up.On the theoretical framework we had made, we have constructed the empirical models to evaluate the harmonious degree between ocean economy and social economy of the coastal provinces and cities in our nation using the relevant data of 2006. Utilizing such analysis, we can give reasonable and useful constructive suggestions, which are benefit for the future development of both ocean economy and social economy, as well as helpful for the ocean authorities of our nation.The structures of this essay are arranged as follows:The introduction has mainly introduced the background, meaning, contents and methods of this essay.The first part has mainly introduced the natural basis, history and status of the ocean economy in our nation.The second part has briefly introduced and evaluated relevant research status on this subject both from home and broad.The third part has utilized econometrics models and relevant data to make empirical analysis on the total relation, structure relation, efficiency relation and sustainable development relation between ocean economy and social economy.The forth part has defined the conception and connotation of harmonious degree between ocean economy and social economy and set up the system of evaluating targets on the basis of the third part.The fifth part has constructed the cluster models and gray relational models to evaluate the harmonious degree between ocean economy and social economy of the coastal provinces and cities in our nation using the relevant data of 2006.The sixth part has given reasonable and useful constructive suggestions, which are benefit for the future development of both ocean economy and social economy, as well as helpful for the ocean authorities of our nation.Besides, limited by the data available and capacity of the author, improvement is to be made to the index system and model. More efforts are still needed.
