The development of ocean economy is the same. So far, our nation has paid more attention to the construction of harmonious ocean society, which is very important to the utility of ocean resources, share ocean rights scientifically, and implementing the harmony between humans and the ocean.This essay first has portrayed the developing course of our ocean economy, and briefly summarized the development status of our costal provinces and cities. Besides, the system of evaluating targets has been set up.On the theoretical framework we had made, we have constructed the empirical models to evaluate the harmonious degree between ocean economy and social economy of the coastal provinces and cities in our nation using the relevant data of 2006.
