The Research Of Responsibility Of The Government On The Issue Of Full Employment In Society

Employment as an economic activity plays an extremely important role in individual workers and the development of economic and social. Practice shows that the employment is the stabilizer of society,and the unemployment is a social oscillator. All states have taking various measures to increase employment opportunities and lower the unemployment rate for a long period of time. Solving the employment problem is becoming the issue of universal importance of governments around the world including our country.The party's National Congress clear that employment is the people's livelihood. The report of the 17th National Congress of the Communist Party of China made the development strategies of expanding employment,and stressed that improve employment by promoting starting an undertaking.Expanding employment and achieve comparison of full employment of society are the basis target of constructing Well-off society comprehensively,and the fundamental guarantee of improving people's income and standard of living comprehensively. Expanding employment are the basis of assuring the stability of socio-economic and resolve the pressure by mobile workers increasing gradually. Since entering the 21st century, Chinese society which have been changing in period are confronted with more employment pressure than before. Solving the employment problem becoming the greatest problem of people's livelihood. In the current economic environment, the responsibility of resolving this difficult problem are governments at all levels. Government have heavy responsibility by promoting employment.Under the conditions of market economy,solving the employment problem is the important fulcrum of the regulating of the economy by government, is the main content of managing of society by government, and is the imperative need of transformation of government functions. As the main duty by government, solving the employment problem plays an important role in promoting the harmony between all sectors of society. Currently, by the influence of international financial crisis, China's economic growth rate slowing down and exports declined. As a result, it has been making a great impact on employment. This is demonstrated that the loss of corporate jobs that existed, the labor demand by enterprise dropped and the number of employment were declining of urban areas. This fact also allowed us to recognize that economic growth can't guarantee the employment increased automatically,and the different method of economic growth have different influence to employment. So the government must establish a priority goal of expanding employment,not only to ensure sustained growth of economic aggregate,through industrial restructuring ever more, choose the suitable model of economic development and promote the employment maximizely.Our government has always attached great importance to the employment problem. It had formulated a series of policy to promote employment in recent years,and played an important role in practice.In connection with the severe employment situation of our country in financial crisis,the Central Government introducted a series of policy frequently to stimulating employment.On february 3 of 2009, the State Councilput forth《the notice of doing well in the job on the employment under the current economic situation》.It called for the implementation of a more active employment policy, promoted the employment growth all-round and stabilized employment situation. It also introduced a series of policy to promoting employment. The Eleventh National People's Congress for the second meeting of 2009, the Premier Wen Jiabao made the government work report. He pointed that we should do everything possible to promote employment,and announced that the central budget this year, 42 billion yuan to be invested to implement a more active employment policy. In order to solve the employment problem,the Government has formulated a specific policy, we must be implement it vigorously.In this paper, based on the basic concepts and theoryof employment and unemployment, analysised of China's current employment status specifically,then discussed the responsibility of our government in the promotion of full employment in society,and pointed out the problems in it.At last,I made some recommendations of the policy recommendations.
