The Researcher On The Construction Of The Rural Social Assistance System In GanSu Province

Social assistance, as the final "safety net" that secure the fundamental life of the poor groups , play an irreplaceable in the security of fundamental human rights, promotion of social harmony, and the maintenance of social stability. Starting from the concept of social assistance, author investigates social assistance practicing in the under-developed areas in view of the current framework of social assistance in China, and analyzes the situation and problems of the social assistance work in the under-developed areas in China, and finally provides strategic suggestions with eyesight in perfection.The first part of this article states the definition and the connotation of the Social Assistance, and look back of the history of Chinese Social Assistance; The second part take the standard incidence in GanSu for example and analyze the content and the current situation of the Social Assistance in west China, then point out the problems involved in it; The third part make the introduction of the Social Assistance in representative countries and the inspiration to us; The fourth part mainly make the suggestion and proposition to consummate the Social Assistance.The improvement of the life condition in GanSu province has great effect on the perfect of the economy and the Social Assistance system. As a part of the Social Security, the system is the emblem of the social system. Basing on the problem and the system in rural Social Assistance system, the research will offer the example and the thinking for the future research on it.
