As the primacy industry of our national economy for the agriculture, the development of rural economy is contribution significantly to the whole community. According to the Eleventh Five-Year Plan, it is the most important to protect and support the Three Rural for economic development. As the economy hanging behind and underdeveloped province for GanSu, the economic development in rural areas is dropping behind very much, shorting of funds in investment of agricultural credit, so seriously restrict the economic development of areas in GanSu province. Affected by various factors, lacking gradually support to the rural economy for the commercial banks, especially supporting in rural infrastructure construction, comprehensive management of the ecological environment, soil preserved, development of agricultural production base. No caring is for the projects as commercial banks, which requires support of national policy.The new plan of reform and development for rural area in the party's Third Session of 17th, require broadening the field of supporting agriculture for the Agricultural Development Bank (abbr. ADB), backing more up to the agriculture development and infrastructure for the policy banks. Through the development of loan business based on the rural infrastructure, broadening gradually business field, increasing the supporting extent in policy aspect, support development of the new rural, it becomes an important task speeding up the reform and development for ADB now.Now the business field of ADB in GanSu branch changes from the simple food-related past to farm-related, and expanding forward. With increasing in helping-agriculture function, extensive in business scope, conflict becomes apparent in business development of business credit. Risk faced is increasing. It is and important issue that is how to handle the relationship of business development between business and policy credit, and promote fast development of commercial credit business for ADB in GanSu.In the thesis analyzing the supply and demand of the current financial rural policy and the internal or outside business environment in transition term for the ADB and business development and situation, summarizing the similarities and differences of supporting the Three Rural for ADB and other financial institutions.At the same time, learn from the policy financial operation mode in developed countries, analyzing the internal and external obstructive factors of business development for ADB in GanSu, through making the scientific and reasonable plan for commercial credit business, regulate and priotize credit construction, construct and compose the new model of balancing development for ADB in GanSu. Finally give the specific preventive measures on how to do well about the commercial credit risk of business development.
