Rural Commercial Bank Policy For Jinzhong City Agricultural Mechanization Development Impact Study

Agricultural mechanization is not only a modern agricultural science and technology level of significant signs,but also the basis for the development of modern agricultural technology transformation,also is the important material basis of agricultural modernization and the main sign.There is a need in the process of the transformation of fiscal policy,financial policy support and encouragement,is for the promotion of agricultural mechanization development,and agriculture in developed countries in the inevitable choice of agricultural mechanization development initial period,the financial policy support and encouragement is one of the most important means.In November 2004,China promulgated the promotion law of agricultural machinery and farm machinery purchase subsidy policy,this causes our country mechanization of agriculture development in the national legislative level,thus entered a new period of development.At present although the rise in China's agricultural mechanization in rapid development stage,however,the existing rural financial system in a certain extent,restricted the further development of agricultural mechanization,the financial policy support for agricultural mechanization in our country,is not like other agriculture in developed countries can play a better role.The level of agricultural mechanization is a common standard to measure the level of agricultural development in a country.In this context,the study of financial policy support for the development of agricultural mechanization has important theoretical and practical significance.In this paper,both at home and abroad and the development of agricultural mechanization in Shanxi Province are studied,through the study of current situation of the development of agricultural mechanization in Shanxi Province,to contrast and analyze the present situation of jinzhong city agricultural mechanization development and the problems in the process of its development,and for the agricultural mechanization development in the process of the support of its government fiscal policy and monetary policy,providing a realistic basis.Jinzhong city in Shanxi Province on the basis of existing agricultural mechanization development,analyzes its present situation,characteristics and existing problems,and through the example,the method of combination of theory and practice,and discusses the rural commercial bank in response to the country's fiscal policy and monetary policy at the same time,how to support the development of agricultural mechanization,and the related credit data as an example,to support rural commercial bank under the fiscal policy and monetary policy guidance,do contribution to the development of agricultural mechanization for jinzhong city.Finally,by studying the hidden problem in the support policy,rural loan structural problems,participation main body itself in the process of agricultural mechanization development problems and so on aspects,found rural commercial bank in the implementation of relevant policy,not related to the detailed rules for the implementation of operation,the loan varieties,need to apply to more groups of loan threshold,and enterprises or farmers themselves should continue to optimize the construction to better adapt to the development of agricultural mechanization.
