The Application Of QFD In Quality Management Of Public Information Project

With the functions of government services unceasing enhancement, the investment of government in public project explosive growth, and the effectiveness of the public information project in the social integration of information resources, mining the value of information services and improving the public services has also been widely recognized by society, which has become the important means for government to strengthen the capacity of public services and change the government function. However, such project has widespread social impaction, high technology risks, and highly dependents on human resources, as well as the issues the government have in the project management and the mechanism operating, make the quality of such project unable to obtain the safeguard, so the failure rate is high. Therefore the research in such project quality management appears especially urgent.Based on the investigation in the issues of the public investment information project, this paper analyzes the type of project in customer demand, the project quality objectives, the project quality element, the project quality influencing factors; and uses the theory of QFD (Quality Function Deployment) to build the project quality management model, which based on customer needs, and applies this model in the project example to develop a public information project database of customer demand, analyzes the project quality factor and the project quality influencing element , based on these using the House of Quality (HOQ) analyzes the interrelationship of the customer demand ,the project quality factor, and the project quality influencing factors, the interrelationship of each constitution numerator, obtains the proportion data of the project quality influencing factors. The paper expected that provides a scientific, combined by quantitative and qualitative idea of management, and provides the quality of planning, quality control, quality assurance management process of such project a solid foundation, and realize the guiding value of the project quality management practice.The paper divides into five chapters, the introduction of the first chapter elaborate the paper research background and the significance, the research content, the research methods and the technical route ; The literature of the second chapter summarized and researched the literature of information project, project quality management, QFD theory and application; The third chapter and the fourth chapter are the main body of the paper, has constructed public information project quality management model, which based on the QFD theory ,and combined the Xiamen urban traffic information public platform to carry on the full discussion to the model application; The fifth chapter summarize the main conclusion and the issues.
